working hypothesis - the way I see it as of this moment!!
Deductions and assumptions
from the available data:
possibly his wife was Elizabeth in 1771 , Oct 17,
1771 John Brown, jr, Elizabeth Rascoe, & Isme Rascoe are witnesses to
the will of James Jones of Hertford County. [copy in Chowan Co photo before
me 7/1/00 smk]
ca 1772 James Ismey Rasco married Sarah Hare Winborne widow of Henry who
had died sometime after 1763.
In 1770, James Ismey Rasco was in Hertford County with 4 taxables; as he
was either at that time or soon after married to a Quaker lady, Sarah Hare, I assume
that the number four represents himself and his three older sons Arthur, James, and
Thomas. Ismey Rascoe died after 24 Aug 1772 when he bought land and before 14
Nov 1778 when Sarah, his widow, sold the same land. Sarah after 14 Nov 1778 and
before 7 Dec 1782 married John Freeman of Bertie County who died in 1785. He leaves to his
wife "all the things she possessed from the estates of her former husbands Henry
Winborne and James Rascoe."
About Henry Winborne: In 1762/ 63 Henry Winborne [ 1720 - aft 1763 bef
1772] was a member from Hertford County of the Colonial Assembly or House along with
William Murfree. Winborne came to Hertford County in 1742 with his companion, Bryan Hare
from Nansemond County, VA. Henry married Sarah Hare, a Quaker lady of Nansemond County,
VA. He was one of the colonial justices of peace. He died after 1763. Their children were:
Henry, William, Thomas and Sarah. [maybe others].[B.B.Winborne erred in confusing father
and son as one and states that Sarah had died by 1759] Any way we know by John
Freeman's will that his widow Sarah was the former wife of Henry Winborne and James Rasco.

Observations by Sally: Arthur named his only son Daniel. Thomas named his
first son John, also had William and Jacob. James named his first son Thomas also had son
James. Peter had son William. In the meantime I am listing here some Rasco's of Eastern
North Carolina that I am working on their connection to the family. It is interesting to
note that William Rasco of Bertie County was a taylor. Arthur Rasco at the same time
1785 took an apprentice to learn spining, weaving, and sewing. Let us assume that Ismey
Rascoe's mother was a Miss Ismey probably daughter of a James Ismey.
Some thoughts from James R Rasco 9/11/99: As for Isma Rascoe,
this is a strange name and when you look up the deeds he is listed as James Rascoe. I have
though that Isma was an old way of spelling James because the old English writing
did not have a "J" but often used an "I" in place of the modern
"J". Other have pointed out that there is an English sur-name Ismay as in the
manager of the White Lines (Titantic) history. Normally I just refer to him as James Isma
Rascoe. We know that he was married to Sarah, widow of Henry Winbourn and that after James
Isma Rascoe death, some times in the 1770's , that she married John Freeman jr. John
Freeman's will so states this.
Just how many James Rascoe where in North Carolina during this period. There was the
James Rascoe that was in the militia during the Spanish Alarm, then there was your two
James Rascoes, Then there was a James Rascoe on the 178? tax roll in Wayne County N.C. and
then there was a James Rascoe in the Cheraw District (Marlboro County) S.C. 1790 census.
There was also a James Rascoe in Chatham County Georgia in 1798. How can we separate all
of these out one from another and identify which is which or are some of them the same
James?

Aug 1792., that "Teakle Rasko who as Soldier in the late N C Line and from the best
information died in the Service. Said William Rasko is the only brother living of the
aforesaid Teakle Rasco" and considers himself to be one of the Lawfull heirs. .
."
My line of the Rascos also came out of Bertie County. My great, great, great, great,
grandparents were William and Rachel (Harrell) Rasco. They were married in Bertie County
in December of 1777. Rachel was a daughter of Jesse and Fereby Harrell. William Rasco was
a Captain in a militia unit during the Rev. War. He had one known brother, Teagle Rasco
who was a soilder in the 7th North Carolina Reg. during the Rev. War. My William left
Bertie County in 1794 and moved to Tennessee and later to Kentucky. I have not been able
to connect my William with the other Rascoes in North Carolina. His parents are unknown
but had obviously died prior to 1792. William may have been born in Hertford County N.C.
There may have been a connection with a William and Sarah Rascoe who were in Hertford
County in the 1750's. He may have been closely related to Isma Rascoe and to Alexander

a Methodist Minister. His wife Rachel Howell was a daughter of Thomas Howell, sr. and Mary
Daughtry. Alexander signed his will, 21 May 1853 and it was recorded in Davidson County,
