This is my working hypothesis - the way I see it as of this moment!!

    He owned a substantial plantation about 4 miles above Elizabeth City at the mouth of Sawyer's Creek.
   During the Culpepper Rebellion [1677] he was the custodian of Thomas Miller, collector of customs.

William Jennings  was born about 1626 
about 1648 he married Mary ? (think we have located her last name, but still working on that) .
in 1635 William Jennings arrived in the "colonies" (Virginia at the time).

from Ye Countie of Albemarle p. 46:
1657 Wm Jennings patented 350 acres in Surry Co, VA
1663 Wm Jennings patented 550 acres on New Begun Creek in the Albemarle Settlement.
1672 member of the Governor's Council
1677 member of the Assembly
1677 leader in Culpepper's Rebellion
1679 referred to as "old Wm. Jennings" 
         house was at ye upper ende of Pasquotank River
1687/88 his will dated 24 Jan 24 from Pasquotank, was probated in April.
