Benjamin Brodie Winborne's, "The Colonial and State Political History of Hertford County, N. C."  writes:
" In 1830 Maj. Isaac Carter was elected to the House with John H. Wheeler. Carter was said to be a wily politician, but Dr. G. C. Moore defeated him in 1831. He, however, recovered and was re-elected in 1832, 1833 and 1834. He was a major in the militia, and once Sheriff of the county."

FROM KELFORD....Since our last communication death visited our community and took away one of our most respected citizens --Mr. Wiley Carter. He was having some fence repaired last Tuesday evening when he was taken with appoplexy and never spoke after he fell. Mr. M. L. Wood reached his side soon after he fell and attempted to administer some spirits but soon found that breath was extinct....K....Kelford, N.C., Apr. 11th, I898.
